The Honolulu City Council has killed a bill that would have allowed new bed-and-breakfast establishments to operate on Oahu.
Wednesday's vote was 4-4. The measure needed six votes to pass.
Opponents argued new B&Bs would bring unwanted noise and increase traffic to neighborhoods, turning them into mini tourist districts.
Proponents say B&Bs are good for tourism and give visitors lodging options outside of Waikiki. They also say the establishments allow qualifying homeowners to earn additional income.
The bill would have lifted a cap on bed and breakfast homes, currently at 55. A moratorium on new B&Bs was enacted in 1989.
